The main boy character has a VERY perverted nature, funny wise not smutty wise. Kinda like the main guy in the manga Lock On! But he actually really loves the girl. Romance is NEEDED. Please list as many as you can. I do like some comedy also 🙂
NO HAREMS. Can be love triangle though as long as he ends up with one.

This is difficult, since this type of character is often the MC's best friend. Well, let's try:
Fujiyama-san wa Shishunki - He's not that perverted, to be honest, but he did try to take photos of female classmates changing in the first chapter. And he tries some perverted moves later on. But as it turns out, this manga is way more innocent than you would think at first; also a very good romance.
Need a Girl - This one is a manhwa. There are multiple main characters, and all of them are quite the perverts. It leans more on comedy than on romance, but the couples are pretty much set.
Urusei Yatsura - Technically it's a harem, but you'll find out that no girl is actually interested in him, except of course the crazy alien Lum XD Lot of comedy in that sense and also nice moments.
B-Shock - I remember the guy being a bit of a pervert, but I didn't find this manga particularly good, to the point that I don't remember much of it.
What about a pervert female MC?
B Gata H Kei had me laughing all the time, while there are also cute moments, surprisingly.

Inukami! might fit. It's more focussed on Comedy than on Romance, but it does have some sweet moments as well.
