Hello, I'm looking for manga that have sex scenes but are not Hentai.
No Shoujo, Yaoi, Shounen Ai, Yuri, or Shoujo Ai
I prefer if the manga has some action in it

I second Tenjou Tenge, it's gorgeous.
Nana to Kaoru doesn't have sex scenes, but straddles the bizarre line between ecchi and hentai. This one is actually good.
But it seems manga that fit your specification are really rare.

Given that you didn't specify anything particular regarding the sex scene, I wouldn't say that it's too difficult... The following all have some sort of sex scene in them (be warned that some of them are rape scenes), as well as various amounts of action:
Freesia, Uncivilized Planet, Tropical Citron (basically, anything by MATSUMOTO Jiro is likely to fit your request)
Hanappe Bazooka, Mugen Utamaro (I haven't yet read as many series by NAGAI Go as I'd like, but I suspect many of his other works feature sex scenes as well)
